The tags are here, but…

The new electronic tags for monitoring prisoners have arrived. They’re still not being used. In a prison groaning under overcrowding, with people sleeping on the floor, you can’t afford the luxury of delaying the release of people who should already be home wearing one of these tags.

We don’t know what’s behind the delay. The ministry did see to it in time, and the new equipment is here, ready to let more prisoners out under house arrest. If only a solution could finally be found for minors...
