The end of trapped buyers?

I have been practising property law in Cyprus, and in Paphos in particular, for more than twenty years, and the most persistent problem I have dealt with in that time is the trapped buyer: the client who paid in full for a home, sometimes a decade ago, and still cannot get a title deed into their name.
