Cyprus is tiny — so why can’t they find the offenders?

Cyprus’s small population does not justify the failure to locate offenders so that out-of-court fines can be served, according to data presented to the parliamentary Legal Affairs Committee. The figures show that only about 20% of 190,000 attempts to serve out-of-court fines were successful. In other words, roughly 38,000 out of 190,000 attempts succeeded.
